As per the shop, customers are not getting emails when orders are marked as fulfilled and this is happening with all customers.
As I checked, shop settings for the email template feature is enabled. So, ideally customers should receive emails.

Yes, I have replicated my test account on NPS and OPS for Shipped and Local pickup but customers are unable to get the fulfillment emails.
