Customers cannot initiate Redo returns on mixed orders if a Seel claim is filed

Currently, an open or accepted Seel claim locks down returns for the entire order, preventing legitimate returns for other items that are not part of the Seel claim.
Current Behavior:
A Seel claim (open or accepted) on any item in an order blocks returns for all items in that order.
Customers cannot use Redo Returns for eligible non-final sale items if they have used Seel for a final sale item on the same order.
Requested Behavior:
Seel claims should only lock down returns for the specific items included in the claim.
Customers should be able to initiate Redo returns for other eligible items in the same order, even if a Seel claim exists for different items.
