What is the shop or customer experiencing? Shop received an order where the state was entered as "NSW", however, we do not have the option to enter state at checkout, customer needs to select it. Shop wants to know how this order was processed.

What is the expected behavior? Expected behavior will be that customer select the state and order should not come if the international shipping is turned off.

What error messages are there? NA

Did you replicate? Checked the checkout screen and found that we need to select the state instead of entering it.

What settings were checked? Checked the Shipping settings where the international shipping was off. Checked the order, it is not showing the shipping charges of international shipping as it was set at $40 and the order showing $10.99. Also, we are not able to see in Shop Logs when the international shipping was turned on or off.
