Shipping was charged on an order that should have qualified for Free Shipping.

Customer ordered both shop products and dropship products and used a coupon on the order. Shipping charged was $8.

Shipping settings show that it's normally charged $8. Free shipping minimum is $75.

Dropshipping shipping settings are set to $0. Dropshipping Free Shipping minimum is $0.

Shop logs do not show that either of these settings are changed recently.

Custom Shipping is not available for the shop.

When agent attempted to replicate the cart:

Adding all the items together, agent received free shipping no problem.

BUT, when agent applied the coupon code, agent suddenly lost the free shipping.
