Webstore: Guest Checkout Unable to Select Local Pickup

Black & Blush Boutique has reported that guest checkouts are unable to select "Local Pickup" in the webstore.

Support tested and confirmed that a signed-in account is able to select Local Pickup, but a Guest checkout is not. Screenshots in internal note.
