A banner is showing for pending purchase of $0 on dashboard and dismissing it is not working. There is no pending purchase under invoices.

The banner states "We cannot complete an auto purchase for additional shipping credits because you already have a pending purchase for $0. To purchase shipping credits for immediate use, Click here to use a credit card to make a manual purchase.:

I have also tried to dismiss it and it is not working.
