Packing slips moved to "printed" but didn't really print in the bulk stack

What is the shop or customer experiencing: Shop reported that if they are bulk printing the packing slips of all orders should print at the same time but that is not happening.
What is the expected behavior: Packing slip should print in bulk for all orders at the same time.
What error messages are there: No error message
Did you replicate: NA
What settings were checked: Fulfillment tab for Bulk Print Without Shipping Labels enabled or disabled.
