What is the shop or customer experiencing: When the shop attempts to create a Manifest, they are receiving the error “No labels are eligible for creating Manifest at this time.”

What is the expected behavior: It should display all the labels which have already been created upon clicking the “Create New Shipping Manifest“ button.

What settings were checked:

Confirmed that the orders have the labels.

Confirmed Shop have enabled Shipping Manifest.
